What makes a PDF accessible

  • Tagging: headings, paragraphs, lists and tables are marked up as such
  • A logical reading order, even with multi-column layouts, boxes and footnotes
  • Alternative text for images, charts and logos; decorative elements marked as artifacts
  • The document language and language changes within the text are set
  • Bookmarks, document title and metadata for orientation and search
  • Tables with header cells, forms with labelled fields and a sensible tab order
  • Sufficient contrast and font sizes in the layout
  • Checked with the PDF Accessibility Checker (PAC) against the Matterhorn Protocol and manually with a screen reader
